Between 1981 and 1986, the Royal Newfoundland Constabulary gradually re-expanded, replacing the RCMP in the northeast Avalon Region, parts of Labrador, and Corner Brook. [ 11 ] In 1998, RNC officers were authorized to begin carrying their handguns on their belt. [ 12 ]
Created by Parliament in 1988, the Commission ensures that public complaints made about the conduct of RCMP members are examined fairly and impartially. The investigative powers of the police are for example described in the Police Law, the Arms and Munitions Law, the Opium Law, the Road Traffic Law 1994, the Law on Entry and the Code of Criminal Procedure. These powers are bound by very strict rules. Some of these powers may be applied by an officer himself, like the examples before.
The Minister can prevent or cease a work stoppage by appointing a conciliation officer, commissioner, or board, to mediate negotiations. Section 100 of the Code sets a limit of $1000 per day is set for illegal lockouts or strikes. Also of note, Division IV sets out special arrangements for interruptions in employment due to technological change.
