He served on the Athens City Council between 1957 and 1960 including a short stint as Mayor Pro Tem in 1960. Hartman became a leading supporter of the University of Georgia becoming a trustee and President of the Alumni Association. In 1960, he became chairman of the Georgia Student Educational Foundation which he held for many years.
