East Lothian District Council had been created in 1975 under the Local Government (Scotland) Act 1973, as one of four districts within the Lothian region (along with Edinburgh, Midlothian and West Lothian, each having some differences from the territory of their corresponding historic counties).
The Local Government etc. (Scotland) Act 1994 later created East Lothian as one of 32 modern council areas. East Lothian lies south of the Firth of Forth in the eastern central Lowlands of Scotland. It borders Edinburgh to the west, Midlothian to the south-west and the Scottish Borders to the south.
The local government areas of Scotland were redefined by the Local Government (Scotland) Act 1973 and redefined again by the Local Government etc (Scotland) Act 1994. The 1973 Act created a system of nine two-tier regions and three islands areas, and this system completely replaced local government counties and burghs in 1975. [1]

For the purposes of the review the Boundary Commission for Scotland must take into account the boundaries of the local government council areas.In order to do this some council areas were grouped together, the largest of these groupings of provisional proposals consisted of four of Scotland's 32 council areas the smallest only containing one.
Counties of cities: these were the four largest burghs: they exercised the powers of both a county council and burgh. As such they were effectively unitary authorities. They were governed by city corporations headed by a lord provost. Counties: There were thirty-three counties covering the area outside the counties of cities.
These council districts were abolished in 1975, and the new local council authorities established in that year often cut across parish boundaries. In 1996, there was a further reorganisation of Scottish local government, and a number of civil parishes lie in two or more council areas.
