The Dictionary of Virginia Biography (DVB) is a multivolume biographical reference work published by the Library of Virginia that covers aspects of Virginia's history and culture since 1607. The work was intended to run for a projected fourteen volumes, but only three volumes were published, the last in 2006.

Francis "Frank" Pharcellus Church was born in Rochester on February 22, 1839, to Pharcellus Church, a Baptist minister, [1] [2] and Chara Emily Church (née Conant). He had three sisters; an older brother, William Conant Church; [2] and a younger brother, John Adams Church. [3]

William Winter was born on July 15, 1836, in Gloucester, Massachusetts. He graduated from Harvard Law School in 1857. Known for his Romantic poetry, Winter also wrote theater criticism, essays, and brief biographies. By 1854 Winter had published a collection of verse and worked as a reviewer for the Boston Transcript.
