The town had a population of over 400 in the mid-1880s. [3] In the 1890s the town boasted a doctor, three stores, a real estate office, a grist mill, two sawmills, and factories producing boxes, cedar baskets and fertilizer. Severe freezes in 1884, 1895, and 1899 devastated the orange groves and as a result Windsor's population declined.
It is bordered to the south by the town of Orchid, to the north by Pelican Island National Wildlife Refuge, to the west by the Indian River Lagoon, and to the east by the Atlantic Ocean. Florida State Road A1A runs along the eastern side of the community, leading north 22 miles (35 km) to Melbourne Beach and south 10 miles (16 km) to Vero Beach.
