    I'm not sure about the description of Momentum Wheels, the description sound more like Reaction Wheels i.e. the spacecraft rotates in the opposite direction of the motor rotation - an equal an opposite reaction. Momentum wheels spin constantly and give much finer control with minimal backlash.
