The museum was created as a result of the restructuring of the Minnesota Transportation Museum (MTM) during the winter of 2004–2005. The MTM was founded in 1962 to restore a streetcar, Twin City Rapid Transit Company No. 1300, that had been operated by the TCRT until the last streetcar lines were abandoned in favor of buses in 1954.
Many of the museum's early members were formerly part of the Minnesota Railfans Association, which had organized railfan trips from the 1940s to the 1960s. One of the groups receiving a streetcar (TCRT No. 1300) was the Minnesota Railfans Association, which organized railfan trips from the 1940s to the 1960s. TCRT No. 1300 was stored outside until it was acquired by the Minnesota Transportation Museum in 1962, when restoration began. By 1963, the car had been restored to operational status.
