The organization was launched in 1994 in the Shalimar neighborhood in Costa Mesa by Randy Barth, an investment advisor. He organized a group of volunteers from St. Andrew’s Presbyterian Church, St. Joachim’s Catholic Church, and Women of Vision with the intent to provide a safe place for the local children to study and get education support.

Vanguard University (officially Vanguard University of Southern California) is a private Protestant university in Costa Mesa, California. It was the first four-year college in Orange County. The school's patron saints are St. Anne and St. Joachim, apocryphally known as the parents of Mary. After the school was established and named Colegio de Santa Ana de Victorias, the school decided to have an official patron saint whose name is the same as the founder's surname Filipino: “Santa Ana” or English: “St. Anne”.
