Every section of U.S. Highway and Interstate Highway has a State Road number assigned to it, usually unsigned (for example, Interstate 4 is also unsigned SR 400). In addition to some named toll roads (for example, 91 and 821 , which make up Florida's Turnpike ) some minor State Roads are also unsigned (like SR 913 and SR 5054 ).
The State Road Department, the predecessor of today's Department of Transportation, was authorized in 1915 by the Florida Legislature.For the first two years of its existence, the department acted as an advisory body to the 52 counties in the state, helping to assemble maps and other information on roads.
County Road 425 follows Sanford Avenue from the north end of CR 427 (Ronald Reagan Boulevard), just north of Lake Mary Boulevard, north to SR 46 in Sanford. The current FDOT county map shows two more sections, but Seminole County does not post signs on either. One is on Dean Road from SR 426 south to Orange County, where it is also known as CR 425.

In 1926, the U.S. Highway System was created and many of the highways listed below became part of a new U.S. Highway; in some cases, a highway's number was changed so as not to conflict with a U.S. Highway number (or, later, an Interstate Highway number) which came through Missouri.
