Altair is a residential and commercial development under construction in Colombo, Sri Lanka. The building has a 68-floor vertical tower and 63 floor leaning or sloping tower. [4] At 240.0 m (787 ft), the building will be one of the tallest buildings in Colombo when it is completed.

The Ministry of Urban Development is the Sri Lankan government ministry responsible for planning and implementation of Economic social and physical development of the areas declared by the Minister-in-charge of the subject of Urban development. The ministry was established by an Act of parliament bearing No 41 of 1978.
The state institutions came under the purview of the ministry were National Physical Planning Department, Urban Development Authority and Sri Lanka Land Reclamation and Development Corporation. [3] The ministry was trying to establish a Megapolis Authority under a parliamentary act, to plan the development activities of the Western Province.
