Phase I was developed from late 1990s to mid-2000s. It was officially completed with construction of the Kaiser Medical Center. [3] Phase II was approved by San Mateo City Council in 2005 with an amendment to the Bay Meadows Specific Plan, submitted by Bay Meadows Land Company (the land owner) and Wilson Meany (the master developer).
