[3] Wells promptly nominated him as mayor [3] and in December 1985, the City Council appointed him as mayor of Lynwood, the first African-American to hold the position, succeeding John Byork. [1]
Lynwood is a city in Los Angeles County, California, United States. At the 2020 census , the city had a total population of 67,265, down from 69,772 at the 2010 census . Lynwood is located near South Gate and Compton in the central portion of the Los Angeles Basin .
Santillan was elected to the Lynwood City Council in 2003 after winning a recall election which ousted Paul Richards, a 17-year councilmember, 7-term mayor, and the 2nd African-American mayor of the city (Richard's remaining term ran through December 1, 2005). [34] [35] She was the first Latina to serve on the City Council. [36]
The court found that Richards had indeed engaged in a systematic scheme to deprive the city of Lynwood of honest services. [22] The court determined that the losses ranged between $2.5 to $7 million. [3] As part of his sentence, Richards was ordered to pay restitution of $787,280 to Lynwood. [3]
