Corel is able to create Pantone chart with a macro from existing Pantone palletes. I can create and upload one if you are interested in pdf. I created one, printed and made it like a book. Works fine from me. Its many A4 pages. RIP reads PDF with all the Pantones recognised as Pantones
View->Create Swatch->Current Palette select 'Pantone(r) process coated.slb' from the drop down list at the bottom of the Design Central dialog. Set the size to .6, the horizontal spacing to .8, and the vertical spacing to .9.
Pretty sure Flexi is the same as Corel and already has a Pantone pallet. It's no guarantee, but if you use that color pallet in your design you should get closer. When you use the pantone pallet it sends the pantone # to the printer instead of RGB or CMYK and then the rip knows exactly what you are shooting for.
In Avery the closest I see in hue for high performance is Tropical Blue A9503-O, but it's a step or two lighter (the book says it's a match for Pantone 297 C although actual Pantone 279 C is less purple looking). In the translucent range it's basically the same story, Tropical Blue A9503-T. Similar hue but lighter than Pantone 7683 C.
