On Pilotweb, there's a "Federal NOTAM System (FNS)" section on the right side of the screen. If you select "NOTAM Search" it takes you to another NOTAM search tool. If you then select "Archive" from the drop-down list, you can search by date and location. Thank you, I clicked the arrow and it turned green on my iPad.
Press the Location button on the left and select "Archive Search." Then select a Date and Location designator to search for the NOTAMs (including TFRs) in effect on that date in that area. By way of example, I did a search for Riverside Municipal Airport (KRAL) on 2/2/2016, and it returned these old NOTAMS (including TFRs).
I got this response via email from the FAA: PilotWeb is considered a Legacy Application based on the USNS, United States NOTAM System. The FNS, Federal NOTAM System, NOTAM Search is a new application. Many Legacy applications will eventually be replaced with the newer FNS applications over the next year.

I am in dire need to find an API associated with the FAA to get NOTAMs for areas and airports. NOTAMs are Notices to Airmen, and it will be a useful feature in a service I am creating. I have done extensive searching for a NOTAMs API, but I cannot find anything except this: https://notams.aim.faa.gov/notamWFS/

New FAA Notam site marks certain notams as Snowtam and provides Runway Condition. I can decode E) part using FAA Runway Condition. But how can I decode the Q section. These NOTAMs for KSGF state "Snow" when the icon on the left is hovered over with a mouse. The contraction "FICON" does not appear in the Notam Contractions list . It is currently the middle of June in nearby Oklahoma, and it is hot here, so a NOTAM related to snow doesn't make any sense.
