WIS 104 was first designated in 1919–1920, running along its current route north of Broadhead before turning east then north to WIS 10 in Evansville. [ 3 ] [ 4 ] In 1923–1926, the highway was rerouted, removing all of its sections not on the current route and adding a short section to connect to WIS 59.

The route replaced the old versions of WIS 11, from La Crosse to Madison, WIS 13 from Madison to Evansville, WIS 92 into Janesville, and WIS 20 and WIS 89 from Janesville to Illinois. The older WIS 14 was in existence when US 14 was opened, that was redesignated as WIS 81 and WIS 15 (the latter being the present-day I-43).

WIS 213 was designated in 1961 for a segment formerly a part of WIS 13 south of Evansville when WIS 13 was truncated to end in the Wisconsin Dells area. Later in 1961, WIS 213 was extended southerly from its terminus at WIS 81 to end at WIS 15. In 1988, Interstate 43 (I-43) replaced WIS 15, and WIS 213 was extended to the state line. [1]
