Refusing to sell the house until reimbursed for expenses is unreasonable, especially if there is no money in the estate to cover those costs which is what this sounds like. The party that paid the expenses needs to document them, get a signed agreement from the other party to pay that amount from the sale proceeds, then sell the house.
