Regulation of airports and aviation in the Philippines lies with the Civil Aviation Authority of the Philippines (CAAP). The CAAP's classification system, introduced in 2008, rationalizes the previous Air Transportation Office (ATO) system of airport classification, pursuant to the Philippine Transport Strategic Study and the 1992 Civil Aviation Master Plan. It is located 3 kilometers (1.9 mi) north of Dumaguete on a 63-hectare (160-acre) [2] site in Barangay Agan-an in the nearby municipality of Sibulan. The airport is one of two major airports serving Negros Island, the other being Bacolod–Silay Airport in Silay, Negros Occidental.
Commercial flights soon commenced to the airport. However, due to the elevation of the airport and navigational difficulties in an event of low visibilities, the airport was dropped by from the flight routes of many airlines. Airlines reduced the number of flights to the airport after the 1990 Luzon earthquake. [4]
The airline resumed its Manila–Singapore flights on August 31, 2006, [20] and launched a direct flight from Cebu to Singapore on October 23. It was the first low-cost airline to serve the Cebu-Singapore-Cebu sector, [21] and competing directly with Singapore Airlines subsidiary SilkAir, the only Philippine carrier serving the route for years until Philippine Airlines resumed direct service ...
It is used exclusively for cargo, though there are currently no commercial flights, serving occasional chartered planes to nearby Toledo, Cebu and the resort island of Refugio (Sipaway). While serviceable, the runway and other airport facilities are still under development, with maintenance shouldered by the City Government of San Carlos .
