Whether or not you are able to update any iPad to a newer version of iOS/iPadOS will be dictated by the iPad model - and the currently installed version of iOS.
Impossible to say. Apple does not disclose update life-spans of devices. Normally its around 7 years or so of iOS updates from year of release, so its likely iOS 15 is the last major iOS update it will get, but it's impossible to know for sure. It may get iOS 16 in the fall. There's no way to know for sure at this point.

While your iPad mini4 might not be the most recent, with the most powerful CPU, your iPad is capable of running the majority of currently available Apps.

If you purchase the oldest iPadOS 14 supported iPad ( like the 2014 iPad Air 2 and 2015 iPad Mini 4), these are at the bottom of Apple's iPadOS 14 supported iPad hardware list and you would risk that such old iPad models ...
As indicated elsewhere in this thread, the iPad mini2 can only be updated to iOS 12.5.7. Apple ended major update support for this and other models of iPad in September 2019 - although they have since received occasional “point” security updates, the most recent being released January 2023.
