Hello there, It's really a very old post, however, the Win10 finally released " Indic transliteration " keyboard for input IAST easily, like Ānanda Mārga. To download Russian Keyboard on Windows 10 please follow the below steps. Go to Settings and select Time and Language. Go to Region and Language. Click on Add a Language. Select the Russian Keyboard from the list. Windows Update will be initiated. Run and save it. Hope this information is helpful.
See JimWynne's reply, but note that it's not really a phonetic alphabet. the letter ñ is a component of the Spanish (and other languages) alphabet. In Spanish it's called an eñe. So what you are looking for is hard to understand. If you really want an phonetic alphabet, here is the standard, which is called the International Phonetic Alphabet:
If yes, you can add this alphabet by going to Microsoft's character map. Select the symbols there and then copy and paste them to Windows Live Writer. To access the character map, click on the Pearl (start button located on the lower left part of the screen) on your desktop, and then type in "character map" on the search box.
