May I ask if your account is a domain name ending in Hotmail.com? If so, you can start by logging into https://account.live.com to determine the current status of the account; is it logging in properly? I am experiencing the same issue. I have always used my @hotmail.com address. Later, I added a third-party address (my own domain) that also had MS Exchange to my Microsoft settings. I then set my domain address as the primary contact address and, unfortunately, removed the @hotmail.com address from the account.
