Erie was established as a borough by act of the General Assembly on 29 March 1805. This act created a Borough and Town Council headed by a burgess. This form of government stood until the City of Erie was incorporated on 14 April 1851, when a mayoralty and Select Council were established. [5]
Erie County was established on March 12, 1800, from part of Allegheny County, which absorbed the lands of the disputed Erie Triangle in 1792. Prior to 1792, the region was claimed by both New York and Pennsylvania and so no county demarcations were made until the federal government intervened.

Mario S. Bagnoni (April 2, 1922 – August 5, 2005) was named honorary Mayor of Erie for a day in June 2005. He served eight terms (32 years) on the Erie City Council and was five times elected president of the council. The Mario S.
