7. Vanilla Minecraft does not have a "mods" folder. Most likely case is that you need to install Forge Mod Loader, which you can download here. If you do already have Forge and the folder is still missing, it may have been deleted by mistake. You should be able to create a new folder in the .minecraft directory, and call it "mods".
2. ensure the mods folder is in the game directory, which may be different than the Minecraft directory. If you're not sure what it is, just launch and use the resource packs menu to open the resource packs folder - the parent directory of that (1 folder up) is the game directory.

An easy way to get to this folder is by opening Minecraft, going to options and then resource packs. Click open resource pack folder. Once in this folder go one folder back to .minecraft and then scroll until you find the mods folder. Open this up, we will use this later.

In your Launcher create a new profile and call it Modpack 1.8.9. Select the Forge version 1.8.9 and the directory "C:\Users\NAME\AppData\Roaming\.minecraft\instances\1.8.9". Wenn you start the profile, you have own gamefiles for 1.8.9 including a mods folder. This you can repeat for each version with creating a new profile.
For example: Say you had a Forge profile for modded Minecraft, you'd configure the Game Directory to be in .minecraft\profiles\Forge, and thus the mods folder for that would be there. Then you could have a separate folder for Vanilla or whatever (.minecraft\profiles\Vanilla) and have a different profile configured to that.
