Sometimes the UC app does crash. I remember last year they extended the deadline for a couple days to let more people in. Short answer: Yes. Long answer: Each UC admits ~4000 students each year. Times about 8 UCs and about 3 (since only about 1 in three get in). This gives you 96000 people using the system.
Thanks for the replies! My kid submitted around 12 days ago, and got the UCLA portal within a few days, but nothing from Cal, so we thought it'd be ok to send an email today. I got Berkeley already. I submitted on the 26th & got my cal portal today. I submitted my application to UC Berkeley and UCLA on November 1.
