Zapadnaya Litsa Naval Base is located within the Litsa Fjord at the westernmost point of the Kola Peninsula in Russia's far north, about 120 kilometers from Murmansk and 45 kilometers from the Norwegian border, and includes four naval facilities: Malaya Lopatka, Andreyeva Bay, Bolshaya Lopatka, and Nerpichya.
On 1 December 2014 the fleet became the core element of the newly established Northern Fleet Joint Strategic Command, including all Russian armed forces located in Murmansk and Arkhangelsk Oblasts and on Russia's offshore islands along its Arctic coast. It is co-equal in status with Russia's Military Districts.

Near the airfield is the Olenegorsk Radar Station ballistic missile early warning site, which entered service in 1971. A number of surface-to-air missile sites were operational near Olenya during the Cold War.
