Up to 27, it’s a level in <15 minutes depending on which island and how fast your 60 helper can clear it (you don’t quite get a full level per island). At 27, go do WoD. It has seemed to have been the most efficient for years now.
I’ve done 60 delves so far, all of them at T8 or higher (Aside from the ones which you need to do to unlock the next tier) and I’m not even at rank 4 in the journey. How do you level it faster? Just ran a Tier 1 Bountiful Delve and got 0 Delver Journey progress for it. Now I will run a Tier 8 and see if there is any difference. Edit: I did not get any Delve Journey exp for this either. Cobalt Assembly leveling is basically dead. Previously you could get from 60 to 70 in 1.5 hours if a powered up level 70 (ideally a DH or maybe a balance druid) was personally helping you, or a few hours if a large enough number of people were there and you tagged along, but I think they nerfed the XP by like 90 percent.
