USS Frank Cable (AS-40) is the second Emory S. Land-class submarine tender built by the Lockheed Shipbuilding and Construction Company of Seattle, Washington for the United States Navy. The ship was christened on 14 January 1978 by Mrs. Rose A. Michaelis, wife of Admiral Frederick H. Michaelis , then Chief of Naval Material .
USS Frank Cable is stationed in Guam to tend the submarines of the Seventh Fleet, and USS Emory S. Land changed from Naval Support Facility Diego Garcia to Naval Base Guam to fulfill the same role. From June 2003 to February 2005, Campa served as the command master chief for USS Frank Cable (AS-40), homeported in Guam. He was then the command master chief at Joint Task Force Guantanamo Bay, Cuba. He was sworn in as Master Chief Petty Officer of the Navy (MCPON) 11 in July 2006.
