The HoN score definitely does not look like an average of votes. I just did some maths with a picture, and 10 votes which would have made an average of 5.4; however, the Hot or Not rating says it is a 8.5, and "hotter than 83% of men on this site." The HoN score seems to show where a picture ranks in comparison with other pictures.
