A 1915 stamp of Panama. Panama was formerly a department of Colombia and used overprints of Colombian stamps from 1878 until it gained independence in 1903. However, from 1903 to 1905 sets of stamps with overprints were still used and it was only in 1906 that the first printed stamps by the Panamanian postal administration were produced with República de Panamá.
The Canal Zone Postal Authority requisitioned 50,000 of the 1¢ stamp from Panama for overprinting at Mount Hope and Panama sent over the Vallarino 1¢ stamp. On January 28, 1924, these stamps were overprinted at Mount Hope. Panama was billed for the cost of this overprinting.

The National Bank of Panama, one of two government-owned banks, was responsible for nonmonetary aspects of central banking in Panama, assisted by the National Banking Commission (Superintendencia del Mercado de Valores), which was created along with the country's International Financial Center, and was charged with licensing and supervising banks.
