A National Garden of American Heroes was proposed by President Donald Trump in executive orders on July 3, 2020, and January 18, 2021, as a sculpture garden honoring "great figures of America's history". [1] Trump first announced the idea at an Independence Day event at Mount Rushmore in Keystone, South Dakota.
Senator Peter Norbeck of South Dakota approved the proposal, and federal funding helped the project. Robinson asked architect and sculptor Gutzon Borglum to sculpt and design the monument. Borglum decided to use Mount Rushmore for the sculpture, since it seemed to be the easiest and most stable of the cliffs to work on. [1]

The Senate bill was passed by the United States Congressional session and enacted into law by the 30th President of the United States Calvin Coolidge on February 29, 1929.
