[3] The Federal Bureau of Prisons initially proposed converting two buildings at Industry City into a federal jail in 1988, due to overcrowding at the Metropolitan Correctional Center, New York. [4]

It had a special design using plate glass windows, balconies, and atriums. Kim Murphy of the Los Angeles Times wrote that the building has "more the look of a downtown office building than a prison."
