Caerphilly (Welsh: Caerffili) is a constituency of the Senedd.It elects one Member of the Senedd by the first past the post method of election. It is additionally one of eight constituencies in the South Wales East electoral region, which elects four additional members, in addition to eight constituency members, to produce a degree of proportional representation for the region as a whole.
Hefin was elected to Caerphilly County Borough Council in a by-election in March 2007 as a representative for the ward of St Cattwg. [3] [4] He served as councillor for the ward until he stood down before the local council elections in 2017. [4] He was the chair of the Policy and Resources Scrutiny Committee between 2012 and 2016.
Passmore was elected to represent Risca east on Caerphilly County Borough Council in 2004, defeating incumbent Plaid Cymru councillor Harry Styles. [2] [3] [4] She was re-elected at elections in 2008 and 2012, before standing down in 2016 after her election to the Senedd.
