Francis Russell, 2nd Earl of Bedford, KG (c. 1527 – 28 July 1585) of Chenies in Buckinghamshire and of Bedford House in Exeter, Devon, was an English nobleman, soldier, and politician. He was a godfather to the Devon-born sailor Sir Francis Drake. He served as Lord Lieutenant of Devon (1584-5).

Russell was born on 27 September 1739. He was the eldest son of the John Russell, 4th Duke of Bedford and, his second wife, Lady Gertrude Leveson-Gower. His father was a prominent Whig statesman and peer who served as the Lord Lieutenant of Ireland, Lord Privy Seal, Lord President of the Council, and British Ambassador to France.

He was the son of Sir Francis Russell, Lord Russell and his wife, Eleanor Forster. [1] He was the paternal grandson of Francis Russell, 2nd Earl of Bedford. His maternal grandparents were Sir John Forster of Bamburgh and Jane Radcliffe. [1] His father was shot and killed at a meeting on the Scottish border on 27 July 1585.
