The northern panhandle is one of the two panhandles in the U.S. state of West Virginia.It is a culturally and geographically distinct region of the state. It is the state's northernmost extension, bounded by Ohio and the Ohio River on the north and west and the state of Pennsylvania on the east.
While West Virginia was once crisscrossed with commercial and passenger railroad networks, the decline of the coal and timber industries, coupled with the rise of the automobile, led to a sharp drop in track mileage in the state. I think you'd be hard pressed to find a source that states that the panhandle has midwestern characteristics outright.
