Waterspouts are generally defined as tornadoes or non-supercell tornadoes that develop over bodies of water. [26] Waterspouts typically do not do much damage because they occur over open water, but they are capable of traveling over land. Vegetation, weakly constructed buildings, and other infrastructure may be damaged or destroyed by waterspouts.
Waterspouts normally develop as their parent clouds are in the process of development. It is theorized that they spin upward as they move up the surface boundary from the horizontal shear near the surface, and then stretch upward to the cloud once the low level shear vortex aligns with a developing cumulus or thunderstorm. A waterspout is defined by the National Weather Service as a tornado over water. However, researchers typically distinguish "fair weather" waterspouts from tornadic (i.e. associated with a mesocyclone) waterspouts. Fair weather waterspouts are less severe but far more common, and are similar to dust devils and landspouts.

Waterspouts have similar characteristics as tornadoes, characterized by a spiraling funnel-shaped wind current that form over bodies of water, connecting to large cumulonimbus clouds.
