The council is the successor to the county council of the administrative county of Lancashire, which was created on 1 April 1889. The council was abolished and reconstituted in 1974, when local government in England was reformed and a non-metropolitan county of Lancashire was created, governed by a county council and thirteen district councils.

The proposed authority would consist of four constituent members, one each from Blackpool and Blackburn with Darwen councils and two from Lancashire County Council, two non-constituent members nominated by the twelve lower tier district councils beneath Lancashire County Council, and two associate non-constituent members appointed by the CCA itself.
An election to Lancashire County Council took place on 6 May 2021, with counting on 8 May, [1] as part of the 2021 United Kingdom local elections. All 84 councillors are elected from electoral divisions for a four-year term of office. The system of voting used is first-past-the-post.
The ceremonial county of Lancashire, which includes the unitary authorities of Blackburn with Darwen and Blackpool, is divided into sixteen parliamentary constituencies - four borough constituencies and twelve county constituencies. Two seats cross the county boundary - one is shared with Cumbria and one with Merseyside.
