MinGW should be seen as an alternative to Microsoft's compiler, as the APIs it provides are the same, as it uses the same C library. This is very different from Cygwin. MinGW can in no way be said to be a fork of Cygwin. It is MSYS that is a fork of Cygwin. Don't confuse the two.
