The Hueco Mountains are a range of mountains that rise in southern Otero County, New Mexico and extend 27 miles (43 km) south into Texas, generally along the El Paso–Hudspeth county line just east of the city of El Paso, Texas. The highest point of the range is the Cerro Alto Mountain 6,703 feet (2,043 m) in Hudspeth County. [1] [2]

Efforts to grant protected status to the Franklin Mountains began as early as 1925. A real estate developer sought to build housing on the mountains and in 1979 he built a road up into them. A local organization known as the Wilderness Park Coalition was able to convince the Texas Legislature to protect the mountains in 1979.
As part of “Operation Lone Star,” Texas officials directed the state’s National Guard troops to block federal Border Protection agents from accessing the public area in early January.
