The Cold War Recognition Certificate was authorized by the United States Congress in 1997 to recognize "all members of the Armed Forces and qualified Federal government civilian personnel who faithfully and honorably served the United States during the Cold War Era from September 2, 1945, to December 26, 1991". Awards for public service may be awarded to persons or groups who are not employed by the Army. Presidential appointees and non-career senior Army officials are eligible for these awards. Army civilian employees who are eligible for Army honorary awards, military personnel, and Army contractors are ineligible.

The medal of the award is a bronze disc 1 + 3 ⁄ 8 in (35 mm) in diameter. On the obverse of the medal is the Department of the Army Seal encircled by a laurel wreath. The reverse contains the inscription in five lines FOR DEPARTMENT OF THE ARMY MERITOROUS CIVILIAN SERVICE—TO, while the lower edge contains a laurel wreath, extending up to the inscription.
