The focal point of the refuge is the 9,600-acre (39 km 2) Lake Darling, a reservoir created by the Lake Darling Dam, which was constructed in 1936 to provide water to downstream marshes on J. Clark Salyer and Upper Souris National Wildlife Refuges. The American Bird Conservancy has designated the refuge as a Globally Important Bird Area.

Willow Lake National Wildlife Refuge is a National Wildlife Refuge in Rolette County, North Dakota. It is managed under J. Clark Salyer National Wildlife Refuge. This is a limited-interest national wildlife refuge. The FWS has an easement on private property allowing it to manage wildlife habitat, but the land remains private property.
