Butte County: In 1897, James C. Goodwin, with the support of Charles T. Hayden and others, introduced a bill at the Territorial Legislature to split Maricopa County into two, with Tempe being the county seat. [7] [8] There have also been proposals, introduced in 1900 and 1913, to divide Maricopa County, with Mesa as the new county's seat. [8]
Former State Senator Russell Pearce has at times proposed bills which would ease county splits, as part of his effort to split off the East Valley portion of Maricopa County. Such proposed names for a new county for the East Valley included but were not limited to Red Mountain County and Rio Salado County. Two such attempts to secede were made.
One such annexation by Chandler in 1974 spurred nearby Gilbert to create the largest county island to date by annexing a strip no more than 200 feet wide that enclosed 51 square miles of unincorporated Maricopa County. The annexation was challenged in court and, although found legal, eventually led to legislation in 1980 outlawing strip annexation.

[10] This program monitors recorded documents in Maricopa County and alerts subscribers if a document is recorded in a specific individual's name and/or business name. There are currently over 45,000 individuals signed up for this free service. [11]
