Alabama prisoners in both the county jails and state penitentiaries have been required to work at farming and cotton plantations since the 1840s. By the 1878, convict labor rented from the state was used most commonly in the coal mining industry, often as strike breakers. [6] In 1894 one coal company employed 1,138 convicts, another used 589. [7]

The building is the only known surviving log jail in the state and the only public building surviving from the time that the county seat was located in Houston.
