I am using VLC 3.0.11 and I've noticed a recent problem. When I start a video, as it is playing, the video will have a very slight pause every one second or so. The video plays perfectly on WMP and a couple other video players I use. I can't figure out what is going on with this. This just started a couple days ago.
The weird thing is, at the exact same time, subtitles also stopped displaying for Windows Media Player (again, not a Windows Media Player setting issue), although subtitles do still work for Media Player (i.e. the new version of Media Player that comes with Windows 11). I presume VLC and Windows Media Player must share some code to make ...

The Fraunhofer HHI group in Germany has been working to ensure capable open-source support around this video compression standard with their VVenC encoder and VVdeC decoder. Adam Wieckowski who leads the Video Coding Systems group at Fraunhofer HHI presented last weekend at FOSDEM 2023 on the VVC open-source software efforts.

Have a new Surface Pro 11 (Plus, not Elite). VLC 64 bit in emulation mode is working fine. Latest daily VLC Windows ARM 64 is not working. I downloaded and installed the .exe... it paused for a few minutes during installation, then completed. First time I tried to run it nothing seemed to happen. 2nd time I ran as administrator.
That's free, and open source too. And supports a ton of video formats. And is low on resource usage. Logically beause you obviously can't go back one frame with the way normal video compression works, it must be stepping back to the first full video frame, key frame, i frame, whatever the proper term is, then encoding forward to "current frame - 1"
