I only understand which extensions are played by VLC media player. I don't know which codecs are being distributed/installed by VLC media player or codecs used by VLC media player while playing a video/audio. Also, there is no such thing mentioned about codecs or paying royalties to a licensor in the License Agreement.

On Windows 7 and above, you should use Direct3d11 video acceleration. Make sure to set VLC like that: Tools -> Preferences -> Video Output = Direct3D11 Tools -> Preferences -> Input/Codecs Hardware accelerated decoding = D3D11 Video Acceleration Save, exit and restart VLC for the changes to take effect.
So I am busy re-installing pc's from 4-18 years to Windows 11 manually using Rufus. In older Windows versions, you could go to Windows configuration and click "Use VLC for all supported filetypes". But in Windows 11, you must manually change all 100+ filetypes one by one, that's a lot of work.

Have a new Surface Pro 11 (Plus, not Elite). VLC 64 bit in emulation mode is working fine. Latest daily VLC Windows ARM 64 is not working. I downloaded and installed the .exe... it paused for a few minutes during installation, then completed. First time I tried to run it nothing seemed to happen. 2nd time I ran as administrator.
