[2] The 12- to 13-acre (4.9- to 5.3-ha) island, formed 40 million years ago by a volcano, was given to Portland by Peter Kerr in 1940. [3] [4] [5] The city of Milwaukie took ownership of the park in April 2016. [6] The island is accessible via Spring Park.

The association was founded in 1997 as the Northwest Marching Band Circuit (NWMBC). A majority of the current member high schools are based in Oregon, with others from Washington, Idaho, and California. [2] The first circuit marching band championship was hosted in 2000.
Milwaukie High School holds the title of the oldest Thespian Society Troupe in the state of Oregon. Once a year, the troupe performs a series of student-directed One-act plays, dubbed the "Tournament of Plays". The audience votes on the best performance and the winning performance is taken to Oregon's State Acting Festival.
