    To me it sounds correct, that the smaller person would gain more muscle size faster because he has less expenditure on his arm or chest for muscle gain, compared to the taller guy. Ie, the smaller guys upper arm (elbow - shoulder) can be 7 inches long, while the tallers guy upper arm is 12 inches long, resulting in more muscle SIZE gain.
