The monastery was established by the 11th throneholder of the Palyul lineage, the 3rd Drubwang Padma Norbu Rinpoche in 1963. It was founded after his 1959 escape from Tibet [2] which was also prompted by the 1957 arrest of Palyul's then-head Khenpo, the 4th Karma Kuchen, who was tortured to death by China's forces by 1958.

Born to a farmer family, he was the son of Sri. Nardhoj Yonzon Tamang and Chandramati Tamang. He had 2 siblings, a brother and a sister. Born to humble family and due to lack of conventional educational institutions in hometown, he was sent to his paternal uncle Lama Karma Choye Kyab who ordained him at the age of 7 the monastic name Pema Chewang was given.

In order to give equal opportunity to women in the study and practice of Dharma, Drubwang Padma Norbu Rinpoche established the nunnery in 1993, which is situated at a distance of one kilometer from Namdroling Monastery. There are 1397 nuns who have enrolled in this nunnery so far, of which more than 681 are currently resident.
