The Peter Norbeck Scenic Byway is a National Scenic Byway in the Black Hills National Forest in the southwestern part of the U.S. state of South Dakota. It is a loop which is composed of portions of U.S. Route 16A (US 16A), South Dakota Highway 244 (SD 244), SD 87 , and SD 89 .

The route passes through Keystone, the Mount Rushmore National Memorial, the Norbeck Wildlife Management Area and Black Elk Wilderness within Black Hills National Forest, and Custer State Park (including State Game Lodge and Legion Lake), before rejoining the parent highway.
The Needles were the original site proposed for the Mount Rushmore carvings. The location was rejected by the sculptor Gutzon Borglum owing to the poor quality of the granite and the fact that they were too thin to support the sculptures. The Needles attract approximately 300,000 people annually.
