The twelve teams were selected based on their performance in the 2022–23 UEFA Nations League. [3] [4] In the top division, League A, the group winners and runners-up will advance to a new quarter-final round, played home-and-away over two legs in March 2025. In each tie, group winners will face a runner-up from a different group, with the group winner hosting the second leg.
