Power builds are great for cleaving down groups of weaker enemies, thats true.. but condition builds can do that too, it just takes a few more seconds. Solutions to this: 1) Add a boon similar to fury but for condition builds. 2) Add a condition similar to weakness but it impacts dealing condition damage.
I've been theory crafting build making since GW2 launched.... And I can tell you this: All Builds have strengths and weaknesses. There is no such thing of one best build for everything and there is no such thing as all builds are equal. Some builds are better at encountering a certain situation than others.

The PvP lobby has been very helpful. However, there are a number of builds I cannot properly test. Some runes are not available (e.g. Tormenting) and a number of skills work differently in PvP vs. PvE - e.g. only one dodge on Mesmer. Since I will spend more time in PvE it would be helpful to test certain builds and skills in a PvE setting.
Tempest 3-1-2 I'm not sure if it's the best performance wise, but arcane made the rotation feel better to me. Rotation was basically Fire > 5,2,4,3,5,2> overload > air > 5,2,4,3,5,2 > overload > fire with a couple autos/utilities thrown in as needed.
Yes, they also ambush, plus it can help them survive longer against AOE. Clone ambush doesn't do much on power builds, because their weapon damage is significantly lower than yours. But they can spread conditions and boons, so the trait works well on condi and support builds.
