The original section of I-264, designated in the late 1950s, lies between the two I-64 junctions. The piece east to the Virginia Beach waterfront was built as the Virginia Beach–Norfolk Expressway (a toll road until 1995) and carried State Route 44 (SR 44) until I-264 was extended over it in 1999.

State Route 168 is a primary state highway in the South Hampton Roads region of the U.S. state of Virginia.It runs from the border with North Carolina (where it continues as North Carolina Highway 168 towards the Outer Banks) through the independent cities of Chesapeake and Norfolk where it ends in the Ocean View area near the Hampton Roads Bridge-Tunnel.

The state highway runs 3.25 miles (5.23 km) from U.S. Route 17 (US 17) north to US 58 within the independent city of Portsmouth. SR 141 connects the aforementioned U.S. Highways and Interstate 264 (I-264) with Downtown Portsmouth and the Norfolk Naval Shipyard.
