UGM was the first state university in Indonesia, established as Universiteit Negeri Gadjah Mada (UNGM) when Indonesia was still facing threats from the Netherlands, which wanted to regain control. At the time, the capital of Indonesia had moved from Jakarta to Yogyakarta .

The Johor Sultanate continued the system of administration previously practised in Malacca. The highest authority lay in the hands of the Yang di-Pertuan who was known as the sultan. The sultan was assisted by a body known as the Majlis Orang Kaya (Council of Rich Men) which was tasked with advising the sultan.

UTM has three campuses – the main campus is in Skudai, and was the first university in the state of Johor. It has an area of 1148 hectares and is the largest public university. The second largest was Universiti Putra Malaysia (UPM) with an area size of 1108.103 hectares. It is about 20 km north of the state capital, Johor Bahru.
The district is located in the northernmost part of Johor. It borders the state of Negeri Sembilan (Tampin and Jempol districts) to the northwest, the state of Pahang (Bera and Rompin districts) to the northeast, the district of Mersing to the east, the district of Kluang to the southeast, the district of Batu Pahat to the southwest and the districts of Muar and Tangkak to the west.
